So Jewish US Secretary of State (who may as well be in the Israeli war cabinet) says Israel has accepted Biden's proposed peace deal Even though the Israeli Gov have NOT confirmed this but (according to Blinken) Hamas are putting (unspecified) Pre-conditions that he (Israel) can not accept. So let me specify. Hamas wants USA to guarantee that the ceasefire is permanent.
Stage one of the ceasefire is OK, a six week ceasefire while hostages are exchanged. It is stage two of the proposed deal that's the problem. It states that if both parties agree, they can move to a permanent ceasefire. Hamas wants a permanent ceasefire so they (despite what Blinken says) are not the problem. It is Israel that have stated that they will not stop until Hamas is defeated, politically and militarily (an impossible goal) and once all the hostages are released, nothing to stop Israel going in hard without having to worry about killing their own hostages.
