While the Pro Israeli Western press are congratulating Israel for the 'cunning' way they managed to put high explosives in commercial equipment, I (from personal experience) and it would seem the Belgians know how nasty and devious these people are in pursuit of their own selfish interests.
If Hezbollah somehow managed to do something similar to Israeli smartphones eg, it would have been a terrorist attack for sure.
The fact that Israel targeted civilian commercial equipment, apart from being a wake up call for all civilians worldwide, instead of specific military equipment, makes this a terrorist attack as that is what terrorist do, they target their enemies, without showing any regard or remorse for innocent civilians that get caught up in it. The fact that some of the victims of this terrorist attack may have been Hezbollah fighters is irrelevant and totally misses the point that these were commercial civilian devices that anyone can legally own. Some of the casualties were medical staff as of course doctors and nurses have always used pagers.
If a civilian has a bomb, an AK47, a bazooka or the like with intent to use them against an enemy or entity, he can be classed as a terrorist or a combatant and can be targeted within the International law regarding such combatants. However if a civilian is in possession only of a commercially acquired pager, he can not be labelled a combatant no matter what Israel says and as such can not be targeted within the norms of International law!
