What Do I Think?

I think he is wrong (and stupid) and I wonder what his motivations are?...but enough of that!

I fully understand banning smoking in enclosed public spaces...but outside? As an ex smoker (30 years), I know how difficult it is to give up. I am reliably informed that nicotine is as addictive as heroin. Don't get me wrong, people should strive to give up smoking, but it ain't easy. People shouldn't be made social pariahs just because they smoke as this is what these new laws will effectively do.

Smoking outside will not harm anyone's health, except the smoker, so you have to conclude that it's a social exclusion policy. It is in effect a 'go away smelly smoker' you are not welcome here policy!

As for the smokers cost the NHS narrative. A packet of fags cost £15, while they are only worth one or two at most. The rest is tax, so smokers are effectively paying for their own treatment. Yes encourage people to give up this dangerous habit that previous governments and tobacco barons actively encouraged, but do not socially exclude them.
